Following received from Canton.

Addressed to Nanking No. 117 November 6th; repeated to

Peking, Shanghai for Mr. Howe, Hongkong, General Officer

Commanding, Commodore Hongkong,

Hongkong telegram No. 53 to Nanking.

General Yu Han-ou has informed me verbally through

special delegate for Foreign Affairs that "any increase in

shipping restrictions is postponed indefinitely until

necessity arises".

Above permits passage of all Hongkong-Canton river traffic.

I have sent General Yu Han-mou through the same channel

arguments in favour of increasing draught so as to permit

passage restricted to coasting vessels.
